R&D Strategy from the EU

The European Union (EU) is committed in its dedication to tackling climate change, with a pronounced emphasis on research and innovation as integral components of its overarching strategy. Envisioning itself as the world's first climate-neutral continent by 2050, the EU targets a substantial reduction of net greenhouse gas emissions, aiming for at least a 55% decrease by 2030, relative to 1990 levels.

Acknowledging the importance of research and innovation, the EU positions them at the core of instigating transformative change. This commitment is exemplified through the comprehensive European Green Deal, a strategic framework meticulously crafted to steer Europe towards climate neutrality. Research and innovation are recognized as crucial elements in directly advancing the European Green Deal's objectives, sparking actionable initiatives, delivering tangible impact, and providing flagship solutions.

Furthermore, Horizon Europe, the EU's distinguished research and innovation program, emerges as a key instrument in shaping and executing European policy priorities, particularly in alignment with the European Green Deal. Over 35% of Horizon Europe's expenditure is specifically allocated to contribute to climate objectives. The EU strategically directs investments into partnerships across diverse sectors, encompassing energy, transport, biodiversity, health, and circularity.

In tandem with the openness of Horizon Europe and safeguarding European interests, efforts are directed toward establishing a common understanding and implementation of fundamental principles and values underpinning international research and innovation cooperation. This is achieved through a multi-lateral dialogue and active engagement in science diplomacy to address global challenges and foster mutual understanding.

The positive evaluation from January 2024 of the Horizon 2020 program underscores its substantial contribution to shaping an EU society grounded in knowledge and innovation. The evaluation, while recognizing achievements, also pinpoints areas for improvement, including broadening participation, streamlining administrative processes, and enhancing the dissemination of results.
